This
session examines the recent efforts to harness information technology
(IT) to strengthen government-citizen relations, especially in the
U.K. The United Kingdom is using IT to strengthen the tradition
of representative democracy. One of the key initiatives in this
regard is to establish portal sites as entry points to e-government.
It is emphasized that delivering IT is a process that must be business
focused and driven, not technology led, and that projects need to
have clear, active, and visible leadership from the top. Attention
is also called to the need to make the best use of technology to
safeguard against a "digital divide."
